- PWD who have a disability certificate from the Department of Social Welfare Punjab
- Persons with disabilities who do not have the capacity to work as per the certificate of disability
- Persons with disabilities who are not employed in any government or non-government organization
- PWD who are not part of any social security network
- Persons with disabilities who have completed their NSER survey and have a PMT score below 45
- PWD who belong to the province of Punjab and have a special identity card

65000 Persons With Disabilities From Across Punjab Will Get The Card
65,000 disabled people from all over the province will be able to get this card under this program launched by Chief Minister Punjab for disabled people. It should be remembered that this program has been divided into two phases; in the first phase, 40,000 people with disabilities will get cards, while in the second phase, the remaining 25,000 people will be able to get cards.
